# Johnson Sends the House Home Early as GOP Rebels Block the Floor Again

For the second week running, a handful of Republican conservatives shut down the House floor, forcing Speaker Mike Johnson to send members home early for the July Fourth recess and leaving a stack of legislation stranded.

## A speaker without a floor

For the second week in a row, a bloc of Republicans joined Democrats on June 30 to defeat a procedural "rule" vote — the step required before any bill can reach the floor — grinding the chamber's agenda to a halt and sending members home ahead of the July Fourth recess, [The New York Times reported](https://www.nytimes.com/2026/07/01/us/politics/mike-johnson-house-majority.html).

The math is unforgiving. Republicans hold the House by only a few seats, meaning Johnson (R-La.) can afford to lose just a handful of members on a party-line vote — and on this one he lost far more. "This is life with a small majority, and we'll work through it," Johnson told reporters afterward.

## What the rebels want

At the center of the standoff is the SAVE Act, a Republican measure requiring documentary proof of citizenship to register to vote. Conservatives led by Rep. Anna Paulina Luna (R-Fla.) and Rep. Chip Roy (R-Texas) have demanded a clean floor vote on it and balked at leadership's attempt to fold it into other legislation, [The Hill reported](https://thehill.com/homenews/house/5947441-save-america-act-stalled/). Luna dismissed that approach as a maneuver that the Senate could later unwind.

The grievances run wider. House Freedom Caucus members say leadership broke promises to bring up a border-security package before the recess. "We're at a place where we have to continually ask for our leadership to fight," Rep. Eric Burlison (R-Mo.) said.

## Fury from the other flank

Moderates, who need to show legislative results to hold swing districts, are equally frustrated — but at the holdouts. "We've got people who think they're smarter than the speaker," said Rep. Don Bacon (R-Neb.), whose Nebraska district is a perennial battleground.

## A pattern, not a blip

The episode is the latest in a run of floor defeats that, [NBC News noted](https://www.nbcnews.com/politics/congress/speaker-johnson-struggles-keep-control-house-floor-rcna247365), have made Johnson's control of the chamber more nominal than real. Bipartisan majorities have repeatedly worked around leadership, and even public pressure from President Trump has not always brought the holdouts into line.

The immediate casualty is the annual defense policy bill, now likely headed for a year-end collision between the House and Senate. The larger casualty may be the Republican majority's ability to govern: with the midterms approaching and its record thinner than leadership promised, the party's hardline and moderate wings are pulling in opposite directions, and Johnson is caught between them. The House is in recess through the holiday.
