# Parcel Bomb Wounds Three in Monaco; Suspect at Large

An improvised explosive left in the lobby of a Monaco apartment building detonated Sunday evening, wounding three members of a family believed to be Ukrainian and setting off a cross-border manhunt, as the principality's top official called it very likely an attack — and the first of its kind in Monaco's history.

In one of the safest and wealthiest places on earth, an apartment-building lobby became the scene of what officials are treating as an unprecedented attack.

## A blast near the French border

An improvised device detonated Sunday evening on a residential street in Monaco, near the principality's border with France, [France 24 reported](https://www.france24.com/en/europe/20260629-monaco-residential-building-explosion-deliberate-attack). Three people were wounded — two adults believed to be in their 50s or 60s, taken to a hospital in Nice in critical condition, and a teenage girl with less serious injuries. All three are believed to be members of the same family and Ukrainian nationals. Monaco's Minister of State, Christophe Mirmand, told AFP the device "likely contained bolts and pellets," and called the blast "very likely an attack" while awaiting the formal investigation.

## A suspect on the run

Prosecutor General Stéphane Thibault said surveillance footage showed "an individual leaving a bag or package in the lobby of the building before fleeing the scene," [LBC reported](https://www.lbc.co.uk/article/explosion-attack-injures-three-in-monaco-with-suspect-on-the-run-5HjdcJX_2/). The suspect remained at large into Monday, with law-enforcement units mobilizing and access points along the French border blocked. Monaco activated its mass-casualty "red plan," deploying bomb-disposal experts and judicial police. Mirmand said it was, to his knowledge, "the first time in the history" of Monaco that such an act had occurred.

## An unconfirmed target

French media, including Le Figaro, reported that the intended target may have been a wealthy Ukrainian businessman, with some outlets naming an individual; the [Kyiv Independent](https://kyivindependent.com/massive-explosion-in-monaco-injures-ukrainian-family-media-reports/), which surfaced the name in English-language coverage, said it could not confirm the reports. The Riviera and Monaco in particular have drawn a community of affluent Ukrainians since Russia's 2022 invasion, but authorities have not established any link between that community and the blast, nor a motive. No arrests had been announced, and officials had not publicly classified the incident as terrorism.

## A principality unused to violence

Monaco is a 2-square-kilometer enclave of roughly 40,000 people on the French Riviera, governed by Prince Albert II and known for its casino, Grand Prix and billionaire residents. Violent incidents of this kind are virtually unheard of there — which is part of why a parcel bomb in a residential lobby has so unsettled the principality and the region around it. The mayor of neighboring Nice, Eric Ciotti, called it "a tragedy that strikes Monaco."
