# Progressive Manny Rutinel Wins a Colorado Swing-Seat Primary

State Rep. Manny Rutinel, a 31-year-old progressive born in Los Angeles, won the Democratic nomination in Colorado's 8th Congressional District on Tuesday, setting up a marquee November contest for a seat both parties see as central to control of the House.

## A decisive win

The Associated Press called the 8th District Democratic primary for Rutinel on Tuesday evening, with him taking about 61 percent of the vote to former state legislator Shannon Bird's 34 percent, [the Colorado Sun reported](https://coloradosun.com/2026/06/30/colorado-primary-election-shannon-bird-manny-rutinel-district-8/). The lopsided margin capped a contest that drew millions of dollars in outside spending and a pointed debate over which candidate was better suited to win a genuine swing seat.

## Who Rutinel is

Rutinel, a first-term member of the Colorado House from the Commerce City area, has centered his story on a working-class, immigrant background — born in Los Angeles to a single mother and raised partly in the Dominican Republic, he has said he worked fast food and donated plasma as a teenager before earning degrees culminating in a Yale law degree, per the Colorado Sun. In the legislature he sponsored a first-in-the-nation state law regulating artificial intelligence. He was backed by national progressive and labor groups and by Latino political organizations — reflecting a district where a large share of residents are Latino — and drew heavy super-PAC support, [NOTUS reported](https://www.notus.org/2026-election/colorado-primary-rutinel-bird). He has also moderated some earlier positions, no longer backing a fracking ban or Medicare for All, a shift his allies tie to the competitive general election ahead. Bird had run on electability, arguing her local roots made her the stronger nominee.

## The November stakes

Rutinel will face Republican Rep. Gabe Evans, who flipped the district in 2024 by roughly 2,000 votes and enters the fall with a substantial cash advantage. The 8th — drawn after the 2020 census, running from Denver's northern suburbs up toward Greeley — is rated a toss-up by the Cook Political Report, [which scores its partisan lean as even](https://www.cookpolitical.com/house/race/482481). With Democrats needing to net several seats to retake the House, it is among the handful of districts both parties treat as must-win.

## Around the state

Rutinel's was one of several watched Colorado races. In Denver's heavily Democratic 1st District, the democratic socialist challenger Melat Kiros led longtime Rep. Diana DeGette in early returns, though that race had not been formally called as of initial reports. In the governor's race, former Attorney General Phil Weiser won the Democratic nomination to succeed the term-limited Jared Polis, and Sen.
