A Southern California police department is investigating one of its own after an officer was arrested over alleged conduct involving a teenager in a program meant to introduce young people to law enforcement.
What authorities say
Roberto Machuca, 32, an officer with the Garden Grove Police Department, was arrested June 27 amid an investigation into alleged inappropriate interactions with a minor enrolled in the department's Explorer program, ABC7 reported. Investigators were notified of the allegations the day before, on June 26. Machuca was booked into the Orange County Jail and released the following day, according to Yahoo News, and he has been placed on administrative leave.
No charges have been filed, and the officer is presumed innocent. Authorities have said the investigation is ongoing and that the case would be presented to the Orange County District Attorney's Office.
The Explorer program
The allegations concern a young person in the department's Explorer program — a common form of youth outreach in which teenagers interested in policing shadow officers, learn about the work and take part in community activities. Explorer and other youth-mentoring programs place adult officers in ongoing contact with teenagers, and departments generally impose supervision and conduct rules for that reason. Allegations of misconduct in such programs are taken seriously precisely because of the trust the arrangement requires.
