California left $200 million for school air conditioning unspent as classrooms swelter

The state's CalSHAPE program was funded to fix aging school heating and cooling systems.
The Energy Commission stopped taking new applications in June 2024, two years early, leaving about $191 million of a $200 million pool unused.
Only 172 of more than 4,500 schools with failing systems got upgrade money.
