California left $200 million for school air conditioning unspent as classrooms swelter
- The state's CalSHAPE program was funded to fix aging school heating and cooling systems.
- The Energy Commission stopped taking new applications in June 2024, two years early, leaving about $191 million of a $200 million pool unused.
- Only 172 of more than 4,500 schools with failing systems got upgrade money.
