Long Beach Takes 16.5 Million From Its Emergency Reserve and Warns of Harder Choices

The county's second-largest city drew $27 million from four reserve accounts this fiscal year, including $16.5 million from an emergency reserve that stood at $50.1 million.
Its operating reserves are exhausted.
The city manager says the next budget will require very difficult changes.
