What California's Sanctuary Law Does Not Cover: The State Prison Pipeline to ICE

The California Values Act limits how local police may assist immigration enforcement.
It does not extend to the state prison system, which has transferred more than 18,000 people to ICE since 2015.
The gap is written into the law, and it is the reason 'sanctuary state' means less than many Californians assume.
