A new federal rule will cut student aid to college programs whose graduates earn under $36,000
- A new federal accountability rule will strip access to student loans from college and certificate programs whose graduates fail to out-earn a typical high school graduate in their state.
- In California, that bar is about $36,000 a year, and roughly 300 programs could be at risk, many of them at cosmetology and short-term trade schools.
