Men's Central Jail was meant to close in 2021. Now LA County says not before 2031

The Board of Supervisors voted in 2020 to shut the decaying downtown jail within a year.
A new county report concedes full closure is not feasible even in five more years: by 2031, only one floor would close and the population would fall by about 800 of the roughly 4,020 held there.
